Buenos Aires, November 3, 2025 – The national government officially approved a new increase in electricity rates and authorized a structural change in the system for measuring and billing consumption. The regulatory body has explicitly banned service disconnections due to reading discrepancies at this stage and has established payment facilities without surcharges. The new tariff tables also include updated values for the Wholesale Electricity Market Cost and active subsidies, which must be clearly displayed on each bill. During this period, it is expected that some users may receive bills with adjustments or compensatory amounts due to the change in system. Distributors must communicate any reading discrepancies, billing cycle changes, or adjustments, and inform users about the new system through their official channels. With this measure, the Government is advancing a gradual tariff update scheme, which includes periodic increases in the metropolitan area and technical reviews in the rest of the country. Analysts warn that while the percentage increase is moderate, the shift to monthly billing could create the perception of more frequent spending, affecting household planning. The ENRE also reported that it will supervise the implementation process to ensure that companies comply with the delivery of complete, accurate, and real-time information. This measure will also apply to neighborhood clubs, public institutions, and small electricity producers. Simultaneously, the ENRE authorized a profound change in the billing modality. The increases are part of the Ministry of Economy's plan to reduce residential consumption subsidies and bring prices closer to the real generation and distribution costs. According to sector estimates, a typical family with medium consumption could pay between 4% and 6% more on their next bill, depending on the category and monthly energy use. The new scheme, explained by sources from the agency, will allow the consumer to immediately verify the effects of their energy use and adjust their habits. Companies will have a transition period to adapt the meter reading and billing mechanisms. The new regulation, established by Resolution 730/2025, ends the bimonthly consumption measurement system and enables monthly meter reading and billing. From November, each bill will reflect only the actual consumption of the corresponding month, which, according to the agency, aims to provide greater transparency and accuracy to the user. The ENRE justified the measure by stating that the previous regime caused 'confusion and a temporal lag' between actual consumption and effective billing, making it difficult to compare between months. Until now, distributors calculated consumption every two months and divided it into two monthly bills. That is, it will apply to both high-income users (N1) and medium (N3) and low-income (N2) users. The official objective, according to sources from the Ministry of Finance, is to 'transparentize the cost of the service and promote responsible consumption' in a context of persistent inflation and strong pressure on public finances. From November 1, residential users of Edenor and Edesur will face an average increase of 3.5%, according to resolutions 744/2025 and 745/2025 of the National Electricity Regulatory Entity (ENRE), published in the Official Gazette. The increase, which will be 3.6% for Edenor and 3.53% for Edesur, will impact all homes in the Buenos Aires Metropolitan Area (AMBA), without distinction of segmentation level.
